Applications are invited from suitably qualified Officers to fill the post of Chief Executive Officer, Firearm Licensing Authority.
JOB SUMMARY:
The Chief Executive Officer manages the organization to ensure the efficient discharge of the Authority’s responsibilities as outlined by the Firearms Act and Regulations.
Key Outputs
- Oversees the administrative processes for the issuing of Firearm Users licences, Firearm User Employee Certificates and Firearm Permits
- Ensures the conduct of professional and rigorous investigation for the application process
- Provides advice to the Minister, the Permanent Secretary and the Firearms Licensing Board
Job Responsibilities
· Advise the Minister of National Security on issues arising out of policy implementation and recommend changes, including amendments to legislation.
· Guide the successful implementation of the corporate and business plan
· Manages the annual budget
· Monitor Firearm Training programmes to ensure adequacy
· Ensure all aspects of application and certification processes are conducted effectively and efficiently
· Develop and maintain database to support operations
· Develop a regular audit programme and security review of all licence holders and their firearms.
· Develop and maintain a list of approved Firearm Instructors
· Collaborate with the Jamaica Constabulary Force to facilitate mutual success in the administration of the Firearms Act
We are seeking a candidate with:
- Excellent leadership and strategic thinking skills
- Excellent communication and human resource management skills;
- Proven ability to analyse and interpret information for decision making;
- Knowledge of corporate accounting and financial management;
- An ability to manage limited resources in order to achieve challenging output targets;
- Knowledge of management and accountability systems
- Familiarity with modern Information Communication and Technology systems
- Personal and professional integrity.
Education and Experience:
- A Bachelor’s Degree in Social Sciences, or equivalent
- A minimum five years experience in a Senior Management position.
